Manager, Quality, Safety and Risk
Position Overview
Reporting to the Executive Director, the Manager Quality, Safety and Risk is responsible for the vision, strategic leadership, and direction of the PCLA quality, safety, and risk programs. This position is responsible for leadership and compliance of these programs to ensure that PCLA achieves its strategic goals and fosters a culture of safety and quality across multiple sites managed by PCLA.
Key Responsibilities
Service Quality
Develop and implement quality assurance frameworks to monitor service delivery associated with Commission on Accreditation of Rehabilitation Facilities (CARF).
Provide strategic leadership to ensure effective quality programs are in place.
Ensure compliance with the CARF standards; collaborate with internal stakeholders to design programs to enhance quality; provide training sessions as required.
Ensure organizational and corporate metrics are in place that monitor quality; do trend analysis; provide regular reports; implement improvements.
Manage incident reporting, investigations and corrective action planning.
Implement initiatives and programs to improve stakeholder and customer satisfaction, resident harmony and stakeholder engagement.
Represent PCLA on the joint Occupational Health & Safety committee and ensure compliance with applicable laws, regulations, and industry standards.
Safety Management
Provide strategic leadership to ensure safety management systems aligned with industry standards and regulatory requirements are in place, monitored and reviewed; regularly report on key safety metrics and trends; implement improvements as required.
Develop, implement and monitor emergency management program; provide regular reporting on key metrics and trends; do annual training exercises.
Promote a culture of safety through awareness campaigns and employee engagement.
Risk Management
Provide oversight leadership to ensure an effective risk management program is in place, including risk identification, assessment, mitigation assessment, and regular risk reporting.
Provide and lead a proactive, systemic approach to evaluating the organization’s top risks and improve effectiveness of key controls, governance and risk management processes.
Manage incident reporting, investigations, and corrective action planning in alignment with the Executive Director.
Facilitate the capabilities within the organization to champion risk management process and to develop suitable risk mitigation activities.
Collaborate as required with legal and compliance teams to address potential risks.
People Management
Investigate and record formal staff complaints
Select, manages, disciplines and terminate staff when delegated by Executive Director
Support and mentor managers in the effective management of employees’ concerns
Qualifications
Education
Bachelor’s degree in Business Administration, Risk Management, Occupational Safety, or a related field.
A Master’s degree or relevant certifications (e.g., ISO 9001, Six Sigma, CRM) is an asset.
Experience
Minimum of 3 to 5 years of experience in service quality, safety, or risk management, with at least 2 years in a leadership role and project management.
Proven track record of developing and implementing quality and safety management systems, with a particular emphasis within the healthcare services industry.
Proven knowledge of the requirement standards and procedures associated with the Commission on Accreditation of Rehabilitation Facilities (CARF).
Healthcare background or experience working with vulnerable populations.
Skills
Strong analytical and problem-solving skills.
Excellent communication, presentation, and leadership abilities.
In-depth knowledge of healthcare services industry regulations and best practices.
Proficiency in risk assessment methodologies and tools.
Ability to manage cross-functional teams and foster collaboration.

This role is critical for maintaining the organization’s commitment to excellence, safety, and risk management, ensuring sustainability and resilience in its operations.
This hybrid position offers a salary of $85,000-90,000 per year, along with a generous benefits package and a pension plan (upon eligibility). The position is excluded from Union membership.

Mental Health Care Worker
The Program:
PCLA delivers residential psychosocial rehabilitation programs for adult individuals with mental illnesses. The focus is on promoting personal growth and self-reliance through life skills development within a community setting. Our houses are licensed as a registered mental health residential care facility under the Community Care and Assisted Living Act
Position Summary:
Reporting to the Manager of Care, the Health Care Worker assists and supports residents with mental illness. This includes support with activities of daily living, meal preparation and working toward individual goals outlined in their Recovery Plan. This position requires the administration of medications, documentation and following programs, policies and procedures.
Union: Hospital Employees Union
Salary and Benefits: From $27.92 to $29.60 per hour with a generous benefits package and Pension Plan (upon eligibility).
Skills and Abilities
Strong verbal and written communication skills.
Strong understanding of the theoretical and practical applications of PSR principles and approaches including the practical application of harm reduction strategies in mental health and addictions.
Critical thinking and problem-solving abilities.
Ability to work independently and within a team.
Qualifications
Secondary School Graduation
Mental Health Worker &/or PSR certificate or the equivalent of education and experience
One year of recent related experience
Proficiency with oral and written communication in English
Strong interpersonal skills and communication
Current Food Safe Certificate
Current First Aid and CPR Certificate
Recent Criminal Record Check

Nurse (RN/RPN)
Under the supervision and direction of the Manager of Care, the Nurse is responsible for the coordination and facilitation of life skill groups to prepare residents for independent living. The position provides direct nursing care, including administration of medications and processing of doctors’ orders.
Qualifications include:
• Graduation from recognized training in professional nursing with current registration with the British Columbia College of Nurses & Midwives (BCCNM).
• Establish and maintain good interpersonal relations, exercise sound professional judgment,
• Experience in group facilitation. Identify and analyze problems and provide effective solutions.
• CPR and First Aid Certificate
• Work independently with a minimum of supervision
• Proficiency with oral and written communication in English
• Availability to work days, evenings, nights, weekends and statutory holidays.
